From By-product to Feed Resource: Making Category 3 Animal Proteins Work Responsibly

Category 3 animal by-products can conserve valuable nutrients, but circular value depends on disciplined sourcing, processing, segregation and end-use checks.

Every food system produces material that is nutritious but is not sold as food for people. In animal production, this includes blood, fat, offal, feathers and other selected material from animals slaughtered for human consumption.

The European Commission estimates that more than 20 million tonnes of animal by-products arise in the EU each year. Selected materials can return protein, fat and minerals to productive use. The discipline around classification, processing, traceability and end use is what makes that circular opportunity credible.

Category 3 is a starting gate—not a universal passport

EU rules divide animal by-products into Category 1, Category 2 and low-risk Category 3. Category 3 material can enter permitted feed pathways subject to safeguards, but the classification alone does not establish universal eligibility.

Source species, raw-material definition, processing method, final product, target animal and destination all still matter. ‘Category 3’ is therefore not a complete commercial specification: it describes the regulatory category of the source material, not enough of its nutrient profile or permitted end use.

Safe sourcing, treatment and end use

The EU framework connects safe sourcing, safe treatment and safe end uses through traceability and risk-based controls. A commercial review should connect the raw material and species to the responsible establishment, approved process, finished product, intended use and lot evidence.

  • What exact raw material and animal species entered the process?
  • Which authorised or registered chain handled the material?
  • What processing method and segregation controls were applied?
  • For which species and destination is the finished product eligible?
  • Which lot records show that the offered material matches the declared profile?

Regulatory identity and nutritional performance are different

The original by-product is the starting material. Processing can create a derived product such as processed animal protein or fat. The commercial product then needs its own technical profile.

That profile may cover species and raw-material definition, establishment and process, protein, fat, ash and moisture, digestibility, microbiological and chemical criteria, antioxidant system, particle size, packaging, shelf life, intended use and exclusions.

Different origins may produce legitimate materials with different analytical envelopes. Keeping those profiles separate is more transparent than blending them into a guarantee no individual source consistently represents.

Species rules remain central

European TSE controls include feed-ban provisions and specific derogations intended to prevent prohibited use and cross-contamination. A product may be permitted in one non-ruminant application and prohibited in another; ruminant restrictions cannot be resolved by the phrase ‘Category 3’.

Eligibility on paper must also survive logistics. Depending on the material and facility, controls can include dedicated or validated lines, controlled sequencing, clean-down, identified storage, sealed transport and species-specific labels.

Use circular claims carefully

Returning nutrients to productive use can reduce loss and substitute for another resource, but the environmental result depends on processing energy, transport, alternative use, nutritional efficiency and the assessment method.

Responsible communication should describe the pathway accurately without making an unsupported universal impact claim. A quantified environmental statement requires an appropriate method and evidence.
